Stan Kelley, BBA
Director of Operations and Project Management
Mr. Kelley brings over 25 years of IT leadership, value-based management and project management experience to Exaro Corporation. Mr. Kelley specializes in the turnaround of IT projects and organizations. Mr. Kelley's experience in strategy development and long term planning with mission-critical, multi-location operations is a great asset to Exaro. He will lead the team with effective strategies and solid planning. His extensive project management experience will be a valuable strength to ensure that project timelines and goals are met at all levels of the operation. Mr. Kelley has helped create all technical manuals and best practice materials designed to optimize the use of the Exaro system.

Mr. Kelley holds a degree in Business Administration from California State University, Northridge, Ca. Prior to joining Exaro Corporation Mr. Kelley served as a Vice President, Director of IT, and a Senior Consultant to large and mid-cap companies including Conexant Corp., First American/CREDCO, Kinko's, Knudsen Corporation, Mann Theaters Corp., MDT, Sunrise Growers/Frozen Foods Inc., and Wherehouse Entertainment. He started his IT career with the Coca Cola Bottling Company.

Francisca Chang, BBA
Director of Finance & Accounting
Ms. Francisca Chang is responsible for the overall financial management of Exaro Corporation. Ms. Chang manages the accounting and financial operations of the company and provides strategic planning to effectively meet the long term business plans of the company. Ms. Chang has made significant contributions to the company. These include the introduction, implementation, and overseeing of compliance of best business practices at all financial levels of the business, including billing operations, accounts payable management, and payment processing. Ms. Chang has also instituted quality assurance audits at all levels to insure stable and operational integrity at all service levels of the company.

Prior to joining Exaro Corporation, Ms. Chang spent 20 years managing a medical clinic where she managed the finance, accounting and billing operations of the practice. Subsequently, Ms. Chang played a key role in the designing and testing of a sales commission processing software application for AT&T. Later, she also developed formulas and methods for processing sales commissions for Automated Data Processing (ADP). Her other projects include adaptation of large-scale vendor management and accounts payable applications for California State University, Long Beach. Ms. Chang has a bachelor degree in business administration, accounting and finance from California State University, Long Beach.

James Pass, Ph.D., MS
Director of Billing Operations
Dr. Pass has been working with the Exaro Corporation and its predecessor companies for almost 20 years. During his tenure at Exaro, Dr. Pass has actively helped develop the billing processing models. Currently Dr. Pass oversees all billing operations to ensure quick and accurate processing. He constantly works on new methods for more efficient operations. Dr. Pass has been instrumental in developing statistical models to understand and interpret data that is used to build business models and best practices aimed at producing and optimizing desired outcomes in business operations in the interpreting industry.

Dr. Pass earned a Masters Degree in Criminal Justice in 1984, as well as a Masters and a PhD Degree in Sociology from the University of Southern California in 1984 and 1991, respectively. Simultaneous to his work at Exaro Corporation, Dr. Pass has been teaching sociology for the past 21 years. His dissertation for his PhD. focuses on workers’ perceptions about corporate health and safety violations in oil refineries. It was based on a study and behavioral model that explains work injury risk factors associated with voluntary compromises on safety, by management and subordinates, for the sake of productivity and expediency.

Lawrence Freeland, BS
Director of Software Development
Mr. Freeland is responsible for managing and coordinating all software development with the I.T. team. He maintains open communication with Exaro users within the corporate office, as well as remote customers, to identify ideal and needed functionalities

Mr. Freeland has extensive experience in the I.T. industry. His broad experience includes the following: Lead Software Developer, IPS-Sendero (Subsidiary of Fisev); Vice President and Owner of Alacrity Financial Systems, Inc.; Senior Consultant of International Database Consultants, Engineering MIS Manager for General Dynamics, Software Developer, General Dynamics, and Statistical Analyst, General Dynamics. Mr. Freeland has a B.S. degree in computer Science and mathematics from CSUF. He has earned numerous certificates and diplomas from various IT development and management programs.

Shayna Tate
Training Coordinator
Ms. Tate has been an invaluable asset to Exaro Corporation. She has played a key role in the design and testing of the Exaro application for the past three years. Ms. Tate has also been responsible for the development of the procedure manual for agency operations with the Exaro application and business model. In addition, Ms. Tate has also developed the training manual, which is the key piece for training and self-guidance for the use of the Exaro application. Thanks to her extensive background in customer service she continually contributes to the breadth and depth of the quality assurance program.
